Self Directed Support Corporations (SDSC): A Self Determination Model Inclusion Research Institute: Making SDSC’s a Reality!

Inclusion Research Institute Awarded a Project of National Significance through the Administration on Developmental Disabilities

Washington (Oct. 27)- Inclusion Research Institute (IRI) is pleased to announce the award of a project of national significance by the Administration on Developmental Disabilities in the Department of Health and Human Services. The project, Self Directed Support Corporations: A Self Determination Model, will bring information to individuals with disabilities, their family members and federal, state and local policymakers to assist in the development of Self-directed Support Corporations (SDSC).

A Self-directed Support Corporation is a not-for-profit corporation developed around and for a person with a disability. It is a legal entity that can help the individual manage their own support system and contract directly with the Home and Community Based Services Waiver Funding (Medicaid). A board of directors is responsible for helping the person with the disability identify supports needed in their life. The Board, consisting of volunteer family members, friends and neighbors, uses principles and best practices of self-determination, and any appropriate management tools, to implement the self-determined life activities that the individual wants and needs. The SDSC establishes the individual’s budget, identifies fiscal intermediaries, and negotiates individual support brokerage to reduce middle-man expenses and expand opportunities for work and life activities for the individual.

An SDSC is a person-centered corporation established to meet the needs of an individual receiving supports through the Medicaid Waiver. What does this mean to people with disabilities? It means a better chance for more control of one’s life and greater freedom.

The SDSC project will operate in four states initially: Maryland, Michigan, Tennessee and Minnesota, but will provide explanatory information and useful materials on the IRI Web site. Plans to expand operations to additional states are in the works.
