Federal Funding Increases Urged for Child Programs by UCP and 70 Other Groups
UCP and 70 other national and local groups have written to Congress urging additional funds for childhood programs, including a $200 million increase in the Child Care and Development Block Grant.

Dear Labor/HHS/Education Appropriations Conferee:
As organizations concerned about the future of our children and families, we urge you to ensure that the final FY 2002 Labor, Health and Human Services and Education Appropriations bill includes crucial funding for child care, Head Start, and after-school programs. The nation’s children and low-income working families will benefit greatly from the following investments in the final FY 2002 appropriations bill:
- A $200 million increase in the Child Care and Development Block Grant as well as a $19.1 million set-aside for resource and referral programs and school-age care with $1 million for Child Care Aware, $173 million for quality activities, $100 million for infants and toddlers, and $10 million for research;
- A $400 million increase in Head Start;
- A $154 million increase in the 21st Century Community Learning Centers after-school program;
- A $25 million investment in the Early Learning Opportunities Act, and $2.5 million to support technical assistance for the renovation or construction of child care facilities in low-income communities;
- $25 million for campus based child care, $1 million for loan forgiveness for child care providers, $390 million for the Preschool Special Education grant program loan grant program, and $75 million for the Early Reading First initiative; and
- $15 million in the Senate for the Early Childhood Educator Professional Development program to ensure that early childhood teachers have the skills they need to prepare children for school and the $383.5 million in the House bill for IDEA Grants for Infants and Families to provide a boost for young children with disabilities and special needs who need extra attention.
