Special Investigation Links Quality of Care to the Recruitment and Retention of Staff

A nationwide report by the Special Investigations Division for Representative Waxman (D-California) has found that nearly one-third of nursing homes were cited for violations involving abuse between January 1999 and January 2001. The report further stated that many of these abuse violations caused harm to residents, and that the number of abuse violations is increasing. In the Congressman’s opening statements, he cited the "long hours in understaffed conditions" and lack of compensation as reasons for high staff turnover. Under such trying circumstances, it’s not surprising that staff turnover is high and that facilities are forced to hire people who shouldn’t be working in nursing homes. Rep. Waxman is introducing the Nursing Home Quality Protection Act to improve nursing home conditions, and calling for re-establishment of the Boren Amendment.
