Attendant Care Program

UCP Personal Care Attendant Gloria Maddox slides a shoe onto the foot of Ruth Sterner, a UCP consumer with multiple sclerosis The Attendant Care Program provides non-medical, in-home personal care and other approved support activities for mentally alert adults with physical disabilities who meet established age requirements and need assistance in accomplishing daily living tasks.

The services provided by the Attendant Care Program enable an eligible person to live in his/her own home and community rather than in a nursing facility. This service is free to those who have SSI, a Medical Assistance Card, or who meet low income guidelines.

Persons who qualify for this program but do not meet the above-listed criteria will pay a fee based on a sliding scale by income. Funding for the Attendant Care Program is provided by the Pennsylvania Department of Public Welfare.

Basic services include, but are not limited to:

  • Assisting a person in/out of bed, wheelchair, and/or a motor vehicle.
  • Help with daily functions such as health maintenance activities, bathing, grooming, dressing, eating, meal preparation and clean up.

If a person is assessed as needing one or more of the basic services, the following services may also be provided:

  • Homemaking-type services such as shopping, laundry and cleaning.
  • Companion-type services such as assistance with transportation, letter writing and reading mail.
  • Assistance with cognitive tasks such as managing finances and planning activities.

The Attendant Care Program is available to those who meet the following criteria:

  • You are a resident of Adams, Franklin or York County, Pennsylvania.
  • You are age 18 to 59.
  • You have a medically determinable physical impairment which can be expected to last at least 12 months.
  • You can select, supervise, and, if needed, dismiss your attendant.
  • You manage your own financial and legal affairs.
  • You need help to complete daily living tasks, self-care and mobility because of physical impairment.
