Birth to Three Connections

What does the program offer?

  • Developmental screening to determine if a child has a need for further evaluation.
  • Evaluations to determine if a child meets the eligibility criteria for the program.
  • For an eligible child, development with the parents of an Individual Family Service Plan (IFSP) that addresses outcomes, suggested by the parents, that relate to the child's development.
  • A Service Coordinator to assist the family in the evaluation and planning process and to help the family locate the resources and supports identified in the IFSP.
  • On-staff interventionists (educators, therapists, and social work staff) with strong connections to other service providers in the community.
  • Parent advocacy, support, and information about training and resource opportunities in the community.
  • Year-round programming with service provided in the child's natural environment (for example, home or child care setting).

The Birth to Three Program in Dane County uses the state's Parental Cost-Share System to determine if parents can contribute toward the cost of their child's plan. The system is based on the parents' annual income and family size. When appropriate and with the permission of the parents, the program will bill third party insurance and Medical Assistance for some of the services detailed in the IFSP.
