Elizabeth Levinson Center (ELC)
The Elizabeth Levinson Center (ELC) was established in 1971 as an Intermediate Care Facility serving people with Mental Retardation Nursing level program (ICF/MR Nursing) for children with severe or profound mental retardation by the state of Maine. There are twenty ICFs/MR in Maine. Twelve of these facilities provide nursing level services; however, ELC is the only one that has as its mission to provide residential care for medically fragile children and young adults with significant cognitive and medical needs. ELC’s primary purpose is evaluation and treatment for children with severe and profound mental retardation and multiple medical disabilities. The Center also offers respite care to those parents whose children can not be served in the community and have significant medical needs.
Located on the Hogan Road in Bangor, ELC's grounds consist of 10 mostly wooded acres. The facility layout consists of four wings in the shape of a cross. The South Wing houses administrative offices and the kitchen. The East and West Wings house two residential units with their own dining areas, activity rooms, and fully equipped, barrier-free bathrooms. A pool house is adjacent the West Wing, and the North Wing currently houses a family living room for visits, a sensory integration room, and areas for equipment storage.
UCP has served youth who have resided at ELC, and our knowledge of and relationships with them and their families give us a significant boost in learning about and meeting their specific needs and desires. Our plan to provide seamless continuity with current staff and providers demonstrates our commitment to these youths and our desire for the continuation of a strong program. UCP offers ELC the experience, financial and management capacity, mission-driven motivation, and focus on building positive relationships with ELC youth, families, and staff, to successfully transition and sustain this important program.
